<p>The City Council seeks to enrich and enhance these valued assets  of coastal scenery, superb beaches, clean environment and relaxed  lifestyle which draw so many people to live and invest in the city.</p>

<p>Council is determined to forestall any environmental problems that  might compromise the unique quality of life. Forward planning seeks to  balance growth and protect the environment.</p>
<p>Hervey Bay City Council&#8217;s environmental strategies support open  space concepts, conservation of waterways and wetlands and water and  energy conservation. A bikeways and transport strategy is designed to  complement these plans. A management plan has been developed for the  extensive foreshore reserve and there is emphasis on the retention of  natural scenic appeal.</p>
<p><strong>Tourism and Economic Development</strong></p>
<p>To maximise the potential of Hervey Bay as a modern commercial  centre and popular tourist destination, the Hervey Bay Tourism and  Development Bureau.  Both the City Council and the Bureau are working in close partnership  towards the common goal of attracting more people to visit, invest and  reside in Hervey Bay and its environs.<a href="http://www.innovationherveybay.com/wp-content/uploads/2011/01/queensland-goverment.jpg"><img class="alignright size-full wp-image-82" title="queensland-goverment" src="http://www.innovationherveybay.com/wp-content/uploads/2011/01/queensland-goverment.jpg" alt="" width="160" height="143" /></a></p>
<p>Part of the City Council&#8217;s strategy addresses the tasteful and  co-ordinated development of the city heart area at Pialba.  The importance of upgrading public spaces in retail centres is a  recognised priority. It stimulates retail investment, creates a strong  visual identity and serves to focus community cultural activities.</p>
<p>The Planning and Development department continue to hold  responsibility for the development of the city. Comprehensive plans have  been outlined until the year 2015.  Hervey Bay City Council has other major and active departments covering  Roads, Environment and Health Protection, Infrastructure and Community  Development and Recreation.  Service Units which will provide efficient, cost-effective competitively  driven services to Ratepayers are currently being established by  Council.</p>
<p><strong>Utilities</strong></p>
<p>Adoption of the latest technology and state of the art systems  has ensured that water supply and sewerage facilities have kept pace  with Hervey Bay&#8217;s rapidly growing population. Forward planning by Wide Bay Water, a business unit of Hervey Bay City  Council, considers land based effluent re-use and comprehensive and  efficient waste management systems. Programmed planning is in place to  maintain these high standards in the future.</p>

The Ergon Energy purchases electric power in bulk from the Queensland  Electricity Commission. It distributes and services all aspects of this  vital resource.</p>

<p>Hervey Bay&#8217;s urban areas stretch from Gataker&#8217;s Bay in the north  to River Heads in the south east, encompassing the suburbs of Point  Vernon, Pialba, Scarness, Torquay and Urangan. One of Australia&#8217;s  fastest growing regions, in the 20 years from 1986 population has grown  from 18,960 to 54,391 (2006 census).</p>

<p><img class="alignleft" title="Hervey Bay Hospital" src="http://www.innovationherveybay.com/images/hosp.jpg" alt="" width="250" height="152" />The new $42.4 million Hervey Bay Hospital is an integral  component of the Fraser Coast Health Service District and Queensland  Health. It was officially opened in June 1997. The facility is a  state-of-the art, purpose built 130 bed acute care hospital, with  services aimed at meeting the needs of the local community.</p>
<p>Hervey Bay&#8217;s local medical and dental practitioners and specialists also cater comprehensively for the needs of the community.  Physiotherapists, occupational therapists and alternative therapies are well represented.</p>
<p>An Ambulance centre, Women&#8217;s Health Centre, Day Respite Centre,  Meals on Wheels, home nursing care, care for the aged and support for  people with special health conditions are available to residents and  visitors.</p>

<p><strong>Transport</strong></p>

A paved 12 kilometre bicycle track and walkway extends the  entire length of the Hervey Bay Esplanade. Local buses serve the suburbs  and driving in minimal traffic is scenic and enjoyable. Good roads  connect Hervey Bay to all the local outlying towns and villages such as  Howard, Toogoom and Torbanlea.Howard is a daily stop on Queensland  Rail&#8217;s &#8220;Spirit of Capricorn&#8221; passenger service. There is a small Freight  Distribution Centre located in Pialba.</p>
<p>Hervey Bay Airport has a new, modern Terminal building which was  opened in 1996. It is serviced daily by five flights to and from  Brisbane. Helicopter and fixed wing charter and joy flights are  available. Private aircraft can be housed in hangars with 24 hour  security. Air /sea search and rescue services which can be called out in  emergencies are also based at the Airport.</p>
<p>The Urangan Boat Harbour provides casual and permanent berthing and  service facilities for yachts and power boats. Other services include  chandlery, slipway and boatbuilding and providoring.  Passenger vessels and barges for passengers and four wheel drive  vehicles to and from Fraser Island use the Urangan Boat Harbour and  River Heads.</p>
<p><strong>Community clubs and organisations</strong></p>
<p>A number of clubs servicing the business and general community  are active in Hervey Bay. They hold regular dinners and social events.  An initiative of the Hervey Bay Tourism and Development Bureau, the  Business Forum is an opportunity for business people to meet and  network. It holds monthly functions and concentrates on local  issues.There are sports clubs for golf, fishing, football, cricket and  other sporting activities.</p>

The Library  also provides computer and Internet browsing facilities. Art and  photographic exhibitions are regularly displayed in the adjoining  Regional Art Gallery.</p>
<p>Those interested and involved in art, music, writing, theatre,  crafts, gardening, woodwork, gems and minerals will find kindred spirits  to share their interests. Over 55s who want to enhance and expand their  knowledge can attend the University of the Third Age to study foreign  languages, local history or a range of interesting subjects.</p>

<p>Indigenous Aborigines had inhabited the area for generations, but  in 1850 acquired vast tracts of country for cattle rearing between  Booral and Burrum Heads. Pines growing along the foreshore attracted  timber cutters in 1863 and by the mid 1860s the first five white  settlers took possession of seaside leases stretching from Point Vernon  to Urangan. Each of the land leases developed into small townships, with  seaside lots being bought up by wealthy businessmen from Maryborough  and Gympie.</p>

<p><strong>Elizabeth St. Boat Harbour Drive Corner</strong></p>
<p><img class="alignright" title="Elizabeth St" src="http://www.innovationherveybay.com/images/ElizabethSt.jpg" alt="" width="243" height="159" />Boyle Martin, acknowledged as the first white settler in the bay,  took up land at Pialba, which soon became a small but thriving seaside  resort. Although Torquay, named after the English seaside resort in  Devon and Scarborough (now Scarness) also grew rapidly, the whole area  at that time was known as Pialba.</p>
<p>Coal mining was initiated at Howard in 1863 and limestone,  bismuth, magnetite and mineral sands were also mined. In 1883 two sugar  mills opened in Hervey Bay and the population of Pialba swelled to 85.</p>
<p>A railway line from Maryborough to Pialba was built in 1896,  substantially boosting visitors and sightseers to the bay. The  construction of Urangan pier in 1913 and the extension of the railway  line to serve the pier, greatly facilitated the export of sugar, coal  and coffee to England.  Urangan developed as a settlement for fishermen  during this period, while Torquay and Scarness evolved as tourist areas.  Pialba became a commercial hub and Point Vernon emerged as the prime  residential area with Esplanade home sites commanding views from Pialba  to Urangan Pier.</p>
<p><strong>Former Urangan Hotel</strong></p>
<p><img class="alignleft" title="Urangan Hotel" src="http://www.innovationherveybay.com/images/UranganHotel.jpg" alt="" width="262" height="164" />By the 1920s Hervey Bay&#8217;s local industries included sugar cane, citrus  and pineapple plantations, cattle and fishing. The growing popularity of  the bay as a holiday destination was recognised even at this point in  time.  A 1964 land use survey shows residential and commercial development  hugging the beach from Gataker&#8217;s Bay at Point Vernon to the Urangan site  where a boat harbour was built in the 1960s. Over the years this  evolved into the present impressive Urangan Boat Harbour.</p>

<p><img class="alignright" title="Elizabeth Road" src="http://www.innovationherveybay.com/images/Elizabethbh.jpg" alt="" width="234" height="150" />The 1970s saw Hervey Bay enter a growth period matched by few other  cities in Australia. The five resorts of Point Vernon, Pialba, Scarness,  Torquay and Urangan were still separate towns administered by the  Burrum Shire Council. By 1976 resident numbers were estimated at 9,100  and the town was beginning to assert itself.</p>
<p>Up to this time Hervey Bay had been a division of the Burrum  Shire Council which stretched from near Maryborough to Woodgate near  Childers. A strenuous push by Hervey Bay businessmen and shire  councillors now convinced the State Government to gazette Hervey Bay  Shire Council in 1976 and proclaimed a City on 18th February 1984.</p>

<h3>Whale Watching</h3>
<p>Each year From August to November Whale watch fever hits Hervey Bay. The calm waters of the bay provide shelter for the <a href="../humpback-whales.html">Humpback whales</a> and their calves as they frolic. Hervey Bay is part of the route the whales take each year after giving  birth to their calves in the warm waters of North Queensland.</p>

<p>Visitors to Hervey Bay during the whale watching season are  treated  to magnificent displays of breaching tail flapping &amp;  pectoral slapping.</p>
<p>There are approximately 10 operators offering  whale watching  tours with vessel departing the Urangan boat harbour daily</p>

<p>Of course there is not time to visit all the lakes, but do try to see at  least one of the lakes while you are on the Island. Lake McKenzie with  its crystal clear waters is by far the most popular window lake.Basin  Lake is just a brisk walk out of Central Station, and everyone loves  viewing the turtles at this perched lake. And a trip to <a href="http://www.hervey.com.au/FraserIsland/">Fraser Island</a> just wouldn&#8217;t be complete without a tumble down the encroching sand  dune at Lake Wabby, the only barrage lake in the region. Ask around. One and two day tours  can be arranged through the hostel of your choice or booking Agency, but  most adventurous travellers always return wishing they had taken more  time to explore the island.</p>

Cliffs of coloured sands feature  along the white beaches, which border the clean blue expanse of ocean.  The crystal clear freshwater lakes and streams on Fraser Island are  breathtaking.</p>
<p>Access is only possible by vehicular barges, aircraft, passenger  launches, commercial tours or private boats and travelling on the island  is restricted to 4WD vehicles only. Day tours are available on the  island in air-conditioned 4WD buses, taking in the highlights of  rainforest, freshwater lakes and streams, sandblows, coloured sands, the  Maheno ship wreck and Seventy-five Mile Beach.
